The work I have xerox copies of is: "Rapid Method of Neo" by Arturo Alfandari. (Bruxelles: Editions Brepols, 1967). It is a full description of an IAL in the Eo-Ido-Novial tradition. Grammar, Exercises, Conversation Guide, even prose readings and poems. The book was nicely bound, flexible, a pleasure to handle. A.A. did a LOT of work on this, founded the "Friends of Neo," had a warehouse full of books printed at his expense -- then he died. The books were pulped, his ideas forgotten.
This was no sloppy job by a crank, and would be useful to almost anyone interested in IALs. Neo is in many ways more imaginative than the other IALs cited, so there are a lot of ideas here. Some are weak, imo, but not all by any means. One of its particular features is brevity. Neo texts are much shorter than their English equivalents. There may be some flaws in all this brevity, but some seems quite real.
The novelty is sometimes dubious, but rather interesting. Some is downright Quixotic. PoS in not strongly marked, especially among nouns.
Much reminds one of Eo, Ido, or Novial. Yet:
The Netherlands is 'Nedo,' the Dutch language is 'Nedal.'
Foreign affairs is 'xenecos.'
'First of all' is 'toprime.'
'He's done in' becomes 'il kaput.'
A.A.'s dictionary is very complete, and never drab:
akimbo = mankoxa
bunkum = baliverno
cessation = ceso
doff = deweri
excommunicate = skomuniki
flamboyant = funka
daydream = sonyado
kill = ocidi
legislature = legiferio
munition = mun
needful = nesa
pawnbroker = pegprester
merry-go-round = volven
contumacious = kontumaxa
crotch = kruzopunt
pluperfect = plupaseo
quadraped = qarpeda
rapscallion = nilvala
seaworthy = marabla
topsyturvy = sursube
vaccine = vaxen
wapiti = wapitel
yucca = yuklo
zipper = glidel
The Neo dictionary is detailed -- probably the most complete of all IALs, save the very largest ones for Eo and Ido.
Some sentences:
Look before you leap = Miru pri salti.
Goodnight, Miss Wilson. = Bonnox, Damel Wilson.
What do you call this in Neo? = Kom namar vu eto nee?
Where are you going? = Qo tu?
It's none of my business. = Eto no ma eco.
Now, I don't believe the Neo project would ever have succeeded, but it has many imaginative things to contribute. It shakes up the vocabulary building that simply repeats Eo forms in new dress. For me, it seems very unfortunate that A.A.'s imaginative work on Neo is all but forgotten.
There is, of course, nothing much about it on the web.

Mentre kon lo puntel d'un kotilet so pur
